Policy entrepreneurship and multi-level governance: a comparative study of European cross-border regions

This article addresses the recent proliferation of Cross-Border Regions, or Euroregions,
in Europe. It argues that EU multi-level governance patterns generate opportunities for
entrepreneurial policy organisations to attract policy tasks and resources. This is
conceptualised as policy entrepreneurship and applied to a comparative case study
analysis of three Euroregions: EUREGIO (Germany – Netherlands), Viadrina (Poland –
Germany) and Tyrol (Austria – Italy). The analysis focuses on the ability of these
initiatives to establish themselves as autonomous organisations.

While there is little dispute that better governance is required, a precise definition of what this means or what it requires is elusive. The European Union and the governance of football: a game of levels and agendas

The institutions of the European Union (EU) have been involved in football-related
matters for more than 30 years without having a direct competence in sport. This
apparent paradox is the starting point of this thesis, which investigates the origin,
development and consequences of EU policies on football. The EU interventions in
football issues are examined through a conceptual framework based on models of
agenda-setting and multilevel governance.

Regional federalisation with a cosmopolitan intent

This paper deals with the issue of institutionalising a legal pacifistic international order. While Kant’s idea of perpetual peace serves as the point of departure, it is argued that in order to find a proper institutional arrangement one would have to look beyond the two notions found in Kant: the voluntary federation and the world state. In line with proponents of the world state, the author argues that the federative model is not only inconsistent with the idea of an international civil condition, but also is inadequate in empirical terms.

A done deal? The EU’s legitimacy conundrum revisited

In this paper we suggest a research agenda beyond the legitimation strategies of the CIDEL project (i.e. legitimation through outcomes, values and rights). The European Union has developed beyond that of international organisation and derivative democratic construct. But the step from negative determination to positive identification of type of entity requires an analytical scheme that takes the character of the polity configuration properly into account. How to handle Europe’s present democratic conundrum?

Applying precaution in Community authorisation of genetically modified products: Challenges and suggestions for reform

In this paper, I endeavour to examine concrete challenges, which arise with regard to implementation of the precautionary principle in the field of European Community regulation of GMOs. Developed by the European Courts into a general legal principle, precaution requires EU regulators to strike a balance between scientific and political legitimacy when taking decisions on risk-entailing products.

The Commission and its principals: Delegation theory on a common European external trade policy in the WTO

Understanding the consequences, for states and citizens, of making policy on the EU level is central to the reception of the European project and questions of democracy in the EU. This analysis places EU policy-making, trade policy in particular, in the context of bureaucratic power literature and theory. The focus is on modelling this delegation in order to draw conclusions about the role of institutional structures and Commission agency in making trade policy.

Europe in Transformation: How to Reconstitute Democracy?

Europeanisation and globalisation are frequently held to undermine national democracy. What are then the prospects for democracy in the multi-level constellation that makes up the contemporary European political order? The European debate has taken the question of democracy beyond the nation state. But can there be democracy without nation and state? The authors present three different models for how democracy can be reconstituted within the multileveled European context.
